Probably is the Firewall or Antivirus blocking the program. Make an exception for the DynaportManager or temporary disable the Firewall and Antivirus(don't forget to enable it after installing). Try to install the DynaportManager as administrator. If your still not able to install the DynaportManager there is an other problem. Contact the supportteam to help installing the DynaportManager.
